XP: Why is ASPI option not available for Limited Account (ok for admin acc)

In XP the ASPI option is available for admin accounts but NOT available for limited accounts. Limited accounts only have the ANALOG option.

Limited accounts cannot rip CDs! (they can if they play entire tracks - but this is impractical)

Why? How is this fixed ?

The only work around I know of is to RIGHT CLICK the SHORTCUT and select RUN AS and sign in as administrator.
Do you want the limited user knowing the master administrator password!
